Loveland Reporter-Herald: The 4-H portion of the county fair is run by the Colorado State University Cooperative Extension Service, which is governed by health rules put in place by the Colorado Department of Higher Education and Colorado State University. These have been more stringent than county and state rules in relation to in-person contacts and gathering size.
