Some of the regulations pet owners are seeking in Arizona have been in effect in Colorado for about 20 years through a licensing-and-inspection program that evaluates pet care facilities’ ventilation, enclosure sizes, cooling and medical treatment, said Rebecca Ruch-Gallie, service chief for community practice at Colorado State University Veterinary Teaching Hospital.
