The Eagle: CoCoRaHS began in 1998 with the Colorado Climate Center at Colorado State University. The year prior, Fort Collins, where the university is located, was the epicenter of a massive flood. A total of 14.5 inches of rain fell in 31 hours. Five people were killed, according to the Fort Collins History Connection.
