Inside Higher Ed: Colorado State University, in Fort Collins, also boasts a sizable proportion of out-of-state students—about 27 percent in 2021—but for now the bill wouldn’t have much impact there. That’s because Boulder and Mines are two of only three schools that enrolled any Colorado Scholars at all since 2019; the other is Metropolitan State University of Denver, which saw its last class of Scholars graduate in 2021.
